It suprise's me that the CF&E needs higher h.p. They should just get some GE locos.

Does CSX still have haulege rights???????

Yes CSX still has haulage rights up to the Cargil elevator. Some SD40-2s and SD40T-2s have been on the CFE so they have been using bigger power.
